Αρχές του 1947 η αγγλική κυβέρνηση έχει ανακοινώσει στις ΗΠΑ πως αδυνατούσε
πλέον να συνεχίσει τον ρόλο που είχε αναλάβει, δηλαδή τον ρόλο της ενίσχυσης
της ελληνικής κυβέρνησης στον αγώνα της κατά της κομμουνιστικής επικράτησης
στην Ελλάδα. Ο Αμερικανός πρόεδρος Τρούμαν προκειμένου να έχει ιδία άποψη για
την οικονομική κατάσταση στην Ελλάδα στέλνει το πρώτο τρίμηνο του 1947 τον Paul
A. Porter ως επικεφαλής αμερικανικής αποστολής.
Στις 14 Φεβρουαρίου 1947 , μετά από έναν περίπου μήνα παραμονής στην Ελλάδα ο
Paul A. Porter στέλνει επιστολή προς τον υφυπουργό Εξωτερικών των ΗΠΑ W.L.
Clayton με τις πρώτες εντυπώσεις του, γράφοντας μεταξύ των άλλων:
“Εδώ δεν υπάρχει κράτος σύμφωνα με τα δυτικά πρότυπα. Αντ’ αυτού υπάρχει
μία χαλαρή ιεραρχία ατομιστών πολιτικών, μερικοί από τους οποίους είναι
χειρότεροι από άλλους, που είναι τόσο απασχολημένοι με τον προσωπικό τους αγώνα
για εξουσία, ώστε δεν έχουν τον χρόνο να αναπτύξουν οικονομική πολιτική, ακόμη
κι αν υποθέσουμε ότι είχαν την ικανότητα».
«Σε ολόκληρη τη χώρα, από τη μία άκρη στην άλλη, κυριαρχεί μία γκρίζα
ανυπεράσπιστη, βαθιά έλλειψη πίστης για το μέλλον – μία έλλειψη πίστης που
οδηγεί σε πλήρη απραξία στο παρόν. Οι άνθρωποι έχουν παραλύσει από την
αβεβαιότητα και τον φόβο, οι επιχειρηματίες δεν επενδύουν, οι καταστηματάρχες
δεν αποθηκεύουν προμήθειες».
