Βρισκόμαστε λίγο μετά το τέλος των Βαλκανικών πολέμων, συγκεκριμένα στο Φθινόπωρο του 1913. Η Ελλάδα είχε υπερδιπλασίασει τα εδάφη της, και την κυβέρνηση απασχολούσε η πλήρης ενσωμάτωση των νέων εδαφών στο κράτος.
Παρά τη μεγάλη επιτυχία, την εποχή εκείνη προβλημάτιζε την Ελλάδα η κατοχύρωση των νήσων του Ανατολικού Αιγαίου, σχετικά με τις οποίες οι Οθωμανοί αρνούνταν να αποδεχτούν ότι μετά τις μεγάλες ναυτικές νίκες ανήκαν πλέον στην Ελλάδα.
Οι Τούρκοι, αλλά και οι Βούλγαροι, ταπεινωμένοι μετά τους Βαλκανικούς, έψαχναν ευκαιρία να πάρουν ρεβάνς από την Ελλάδα για τις ήττες τους.

Η Ελλάδα, το 1914, βλέποντας να μεγαλώνει συνεχώς ο κίνδυνος από τους δύο γείτονες στα ανατολικά, ήταν έτοιμη να κάνει αιφνιδιαστικό προληπτικό πόλεμο εναντίον της Τουρκίας. Η επίθεση αυτή τελικά δεν πραγματοποιήθηκε, όμως είχε σχεδιαστεί και ακυρώθηκε την τελευταία στιγμή.
