Σύμφωνα με τους New York Times, το αίτημα αυτό διατυπώθηκε από τον υπουργό Εξωτερικών των ΗΠΑ, Μάρκο Ρούμπιο, προς τη νέα μεταβατική ηγέτιδα της χώρας, Ντέλσι Ροντρίγκες, σε μία κλειστή συνάντηση με ανώτατα στελέχη του Κογκρέσου
Οι Ηνωμένες Πολιτείες ασκούν πιέσεις στη μεταβατική κυβέρνηση της Βενεζουέλας να απομακρύνει επίσημους συμβούλους από την Κίνα, τη Ρωσία, την Κούβα και το Ιράν, σύμφωνα με Αμερικανούς αξιωματούχους.
Σύμφωνα με τις ίδιες πηγές, οι ΗΠΑ ζητούν την αποχώρηση πρακτόρων και στρατιωτικού προσωπικού από τις τέσσερις αυτές χώρες, ενώ ορισμένοι διπλωμάτες ενδέχεται να παραμείνουν στη Βενεζουέλα.
Ο Ρούμπιο φέρεται επίσης να ζήτησε από τη Ροντρίγκες την επανέναρξη του εμπορίου πετρελαίου με τις Ηνωμένες Πολιτείες, αίτημα που έχει διατυπώσει δημόσια και ο Ντόναλντ Τραμπ. Για να επιστρέψουν αμερικανικές πετρελαϊκές εταιρείες στη χώρα, η Βενεζουέλα ενδέχεται να χρειαστεί να χαλαρώσει ή να τερματίσει την κρατικοποίηση του ενεργειακού τομέα και να εξετάσει την καταβολή αποζημιώσεων.
Η Ροντρίγκες επιχειρεί να υπερασπιστεί την εθνική κυριαρχία της Βενεζουέλας, διατηρώντας παράλληλα ήπιους τόνους απέναντι στις Ηνωμένες Πολιτείες. Ως μεταβατική ηγέτιδα καλείται να ισορροπήσει ανάμεσα στη διασφάλιση του πολιτικού της μέλλοντος και την αποφυγή σύγκρουσης με την Ουάσιγκτον, την ώρα που αμερικανικές ναυτικές δυνάμεις παραμένουν ανοικτά των ακτών και ο Τραμπ έχει διατυπώσει άμεσες απειλές.
